Ethnic Minority Groups and The National Security of Thailand: A Case Study of Hill Tribe Minority Groups
กลุ่มชาติพันธุ์และความมั่นคงของไทย : กรณีศึกษากลุ่มชาวเขา
The objectives of this research are to study the history of hill tribe groups in Thailand, to study the problems of hill tribe groups that affected the national security and the government’s policy, and to study the effects of the national security policy’s implementation. The results of the study reveal the results of the policy implementation and found that the government also has restrictions on the availability and capacity of officers. The highland communities were spacious and backcountry. Their villages and communities needed to have more development and support from the government. The policies need to be incorporated to be able to solve problems and for further development. The process of the policy formulation by the government lacks a focus on traditions and way of life of the tribesmen that is a major reason that the government could not have solved the problems directly to the point.
การวิจัยครั้งนี้ มีวัตถุประสงค์ 3 ประการคือ เพื่อศึกษาถึงประวัติความเป็นมา บริบทด้านต่าง ๆ ของชาวไทยภูเขาในประเทศไทย เพื่อศึกษาถึงสภาพปัญหาต่าง ๆ ของชาวไทยภูเขา ที่ส่งผลต่อความมั่นคงของชาติ และวิธีการแก้ปัญหาแก้ไขปัญหาของรัฐ เพื่อศึกษาถึงผลจากการดาเนินนโยบายที่รัฐนามาใช้แก้ปัญหา จากการศึกษาพบว่า ผลจากการนานโยบายไปสู่ภาคปฏิบัตินั้น รัฐยังมีข้อจำกัดด้านความพร้อมและขีดความสามารถของบุคลากร ประกอบกับชุมชนบนพื้นที่สูงมีพื้นที่กว้างขวางห่างไกลทุรกันดาร และการใช้มาตรการตามนโยบายของรัฐในการแก้ปัญหาหรือพัฒนา เกิดจากกระบวนการของรัฐถูกกำหนดขึ้นโดยมุมมองของรัฐเองที่มุ่งผลให้เกิดการเปลี่ยนแปลง โดยรัฐขาดการให้ความสำคัญต่อรูปแบบวิถีชีวิตดั้งเดิมและภูมิปัญญาชาวเขา ทาให้ปัญหาแก้ไขได้ไม่ตรงจุด
